Let me ask this. When the gentleman pays those taxes, does it come to the Federal Treasury or does it go back to the islands? Maybe when the gentleman says that it is a priority of the poorest of the poor, maybe they ought to put the priority on education in their own territory and put those funds where they best do the good. If we take our Federal moneys and support education, then maybe the gentleman from the Virgin Islands should, too.
