I thank the gentleman for yielding. Madam Speaker, I support H. Con. Res. 51, a bipartisan resolution directing the President to remove the United States Armed Forces from Libya within 15 days. I'm proud to support this resolution by Representatives Kucinich, Burton, and Capuano. It gives Congress, and therefore the American people, the power to decide whether America enters into or continues a war which destroys our economy, which destroys unnecessarily human lives who do not oppose us and are not a threat. For us to be wantonly killing people around the globe, entering into a war--there's no other question about that--without permission from the American people through this body is unconstitutional, it's wrong, and we should support the Kucinich amendment.
