But then he found the gentleman from California [Mr. Riggs]. Aha. He did not have to bother with the Federal court and the $1.6 billion he stole from the savings and loans. He could just sneak a little amendment in here to get himself absolved and continue to rip off on the public. Is that the kind of a private citizen we should be helping when it entails destroying these redwoods which all of the citizens of the country can enjoy, I ask the gentleman?
