Mr. Chairman, this bill would allow new waivers for as many as 70,000 chemical pollutants, waivers which would allow some to trade air pollution credits in one area for the right to dump extra pollution into the river in another area, waivers to industrial polluters discharging into municipal sewer systems, waivers for innovative technologies, waivers for mining, pulp and paper, iron and steel, photo processing, food processing, electric power, cattle, oil and gas, and waivers from water quality standards if you say you are in a watershed. And this is not an exhaustive list. As a result, an enormous number of decisions are going to have to be made about waivers, and those decisions taken together will have an enormous effect on the environment and on the costs of compliance. In fact, taken all together, these decisions on all these waiver requests will be very important regulatory decisions.
