I appreciate that in your testimony, you discuss how programs like the Coastal and Estuarine Land Conservation Program help to manage and conserve estuaries across the country.

Thank you for including my bill, H.R. 6841, the Resilient Coasts and Estuaries Act, in today's hearing.

This bipartisan bill, which I introduced alongside my colleagues, Representatives Brian Mast, Jen Kiggans, and Suzanne Bonamici, would provide crucial funding for state and local governments to preserve our nation's coastal habitats.

My bill would also direct NOAA to designate five new National Estuarine Research Reserves over the next 5 years.

Clearly, it is time to move away from MRIP.

Congressman Carter's legislation would do two critical things.

I am proud to represent California's 49th Congressional District, which is home to over 50 miles of pristine coastline.

There is no member of this Committee that seeks to harm an endangered species like the North Atlantic right whale.

I am proud that this bill has strong bipartisan support from coastal areas all across the country.

H.R. 6841 supports two important conservation programs established under the Coastal Zone Management Act.

That is why I introduced the Resilient Coasts and Estuaries Act, which would strengthen efforts to protect coastal and estuarine habitats.

I appreciate Congressman D'Esposito's championing this legislation which will enhance safety and improve the recreational experience for ocean users.

Congress should be proactive to strengthen statistics in the U.S. Pacific Territories.

But when it comes to renewable energy, there is no such permit processing improvement fund, is there?

I think, at the very least, we ought to ensure that the Federal Government treats wind and solar on par with oil and gas.

There is clearly more to be done legislatively. I am committed to ensuring that happens so that responsible wind and solar development can happen at scale.

It is my understanding that this program, known as the Permit Processing Improvement Fund, has in some cases helped BLM to better staff certain field offices where applications to drill for oil and gas are most concentrated.

Thank you for all your good work. I really appreciate everything you are doing for so many critical initiatives to help protect our public lands, promote domestic clean energy production, and provide outdoor recreation opportunities.

The final rule will hold oil and gas companies accountable for their impacts on public lands and provide a fair return for taxpayers.
