I do not delight in having to reveal that the Chairs of both the Committee on Financial Services and the Committee on the Judiciary just did not do their job. My friend on the other side of the aisle, the gentleman from Ohio (Mr. Oxley), is a good chairman; and I suppose if he had had the support of his Republican conference perhaps he could have had a stronger bill; but the bill that we passed was just too weak. The gentleman from New York (Mr. LaFalce) never had an opportunity in the Committee on Financial Services to really get his amendments set forth in the way that he would like. The gentleman from Wisconsin (Mr. Sensenbrenner) did not even take up the bill that the gentleman from Michigan (Mr. Conyers) was trying so desperately, begging him to take up, so we could have a stronger response to corporate crime. Now we have an opportunity to instruct the conferees. The Sensenbrenner bill that surfaced yesterday does not do what we need to have done. It is not even in conference. As a matter of fact, they would want us to believe that it is tougher because they have some tougher sentencing, but all of the issues that have been identified here in the Conyers motion are what we all need to embrace. Unless we do it, we are not sincere about doing something about corporate crime.
