I encourage all Members to vote ``yes'' on Ms. Garcia's amendment to strengthen the Bank Secrecy Act and anti-money laundering requirements for foreign investment advisers. This reasonable and well-considered provision will ensure increased safety for our markets from abuse by terrorists, prohibited entities, and other bad actors abroad.
