What I will point out is the safety net of welfare, and what we need to change, so we will not keep welfare recipients, particularly single mothers, on welfare for the long term. That is by investing in the short term for long-term results, and by not treating our welfare recipients as slaves, not trapping them in a system, providing them with the skills and the knowledge they need for the jobs of the future, jobs that pay a family wage. Do you know that 18 percent of working families in this Nation today with a family of four live below the poverty level?
