This notion that somehow the President was taking over the State's law enforcement authority, the Ninth Circuit said otherwise unanimously. Even a Biden-appointed judge said: The President was exercising his authority to prevent the disruption of the enforcement of Federal law. As to this notion that the violence was largely confined to downtown L.A., I can't agree with the assertion that it is somehow less objectionable to have violence occur within a concentrated area than on a more diffused basis.
