This amendment would prevent the Department of the Interior from performing a necessary and thorough review of the existing 5-year plan. Meanwhile, the committee encouraged a review of the 5-year plan in the 2017 omnibus, which we just enacted just a few months ago. For these reasons and others, I certainly urge a ``no'' vote on this amendment.
