What we need is a unified national security budget.

As Congresswoman Hahn and Mr. Garamendi mentioned, the whole question about port security versus missile defense.

If you take a look, what we spent on missile defense since I was in Government, is over $200 billion.

Potential savings of three-quarters of a billion dollars is significant, and I know there is going to be some kickback coming from whoever doesn't have that contract to manufacture the remaining 18.

I have great confidence in the gentleman from Alaska taking care of the ice cutter--the icebreakers.

The more likely event is to use the ports. If we are going to have a nuclear threat, it is likely to come from a container.

If we are going to spend $46 billion on border security on the land, we need to think seriously about the rest of the border.

We are going, this committee is going to have to seriously consider modifying the mission of the Coast Guard.

Failing that, it is folly for us to believe the Coast Guard will be able to adequately maintain operations.

It is not just the administration. It is this Congress as well.

Some of those choices are nonsense.

We need to really think seriously about how we are going to deal with this.
