as I recall, it was the gentlewoman from California (Ms. Zoe Lofgren) who thought this would be an appropriate procedure to bring it to the floor on suspension. So there was no abuse of power. This is strongly supported by both parties. I anticipate it will pass today. Otherwise, we will take a rule, and we will do it the regular way.
