“because this legislation provides for cooperative funding of research and development with private industry, it falls within the purview of certain GATT provisions which deal with this. And Mr. Walker's amendment seeks to resolve the issue of whether or not this comports with GATT by the language which he has offered. It is our view that in doing so he has created additional problems which need to be resolved that are going to be extremely difficult to resolve because of the fact that it is not clear exactly what the definition of some of the terms being used within the bill and within his amendment is. This situation is an interesting one, because it is the first time that we have had to attempt to reconcile legislation involving what might be considered legislation involving what might be considered U.S. Government subsidies to industry, and it is important that we do it in a proper way.”
