I am beginning to see the beginnings of an outline of what the real differences are here. The gentleman from Pennsylvania has sought to put it in terms of a difference between eliminating the bureaucrats and sending the money out to the people. I had earlier indicated that I felt that the people on the majority side were willing to cut the program at NASA, at NSF and at NASA also, as far as that is concerned, so they could spend more money on defense. They also want to propose a very substantial tax cut for what he calls the middle class, which, as I understand it, is basically those who earn $200,000 a year or more. We could point out also that it is necessary in the Republican budget that they generate a few more cuts in order that they can also take care of not only the tax cut for the rich middle class and for the military, but they also think that it is necessary to reduce the rate of growth in benefits for welfare, for Medicaid, people on Social Security and so forth.
