As Congress, if in this bill we stipulate that none of the funds can be used for high-speed rail, then none of the funds can be used for high-speed rail. I mean, it's a very simple mandate for the Governor: Use the money where it was intended to be used but not for high-speed rail. The language is very simple. That's why we wrote it as one sentence: that none of the funds may be used for high-speed rail.
