This is a broad issue that could affect a number of pipelines and States. We are prepared to accept this amendment, although we have general reservations about it, and implementation must be done very carefully. At our committee markup of H.R. 3, Chairman Shuster said he would work on this issue more broadly in the context of reauthorization. Despite these reservations, I'm prepared to accept the amendment. I yield such time as he may consume to the gentleman from Nebraska (Mr. Terry).
