I have introduced a bill, H.R. 3340, the GRANTED Act, that would simply say if you have a permit that has met all of the other requirements but the shot clock has expired through the inaction of a Federal agency for the permitting of infrastructure across public land, then the approval is deemed granted.
Obernolte proposes a bill to expedite permit approvals after deadlines are missed.
