The subject involves the transfer of parts of various bureaus and agencies from certain Departments to others and it includes as well the necessity for the unification and strengthening of our border patrols both in connection with prohibition and illegal entry of aliens.

I have informed Republican leaders that except for a few major addresses expounding policies of the administration I will not take part in the forthcoming campaign as my undivided attention must be given to the duties of my office.
These policies and measures will hold our hard-won American system of ordered liberty and government.
There is little need for me to express the gratitude which I know the whole country holds for this great service now added to a life of long devotion to public welfare.
