it is hereby ordered that the following described lands in the State of Nevada be, and they are hereby, withdrawn from settlement, location, sale, entry, and all forms of appropriation and held for the exclusive use and benefit of the United States Navy Department for development of and use as an ammunition depot, until this order is revoked by the President or by act of Congress
