Whenever it is determined that the efficiency rating of an officer is unsatisfactory, thereby meaning below the standards required for the service, and such determination has been confirmed by the Secretary of State after notice and hearing as provided by law, such officer shall be separated from the service in accordance with the provisions of section 45 of these regulations.
