Mrs. Estelle Roberts, widow of Mr. Earl A. Roberts, formerly Immigration Patrol Inspector at Detroit, Michigan, who was killed while in the performance of his duties by a rum runner, may be appointed matron in the Immigration Service without regard to the civil service rules.
