My dear Mrs. Bird: I am deeply grieved to learn of the death of your brother, the universally beloved Father Francis P. Duffy.

I do so with the deepest regret because of the distinguished service you have rendered and the fine place you have been able to make for yourself in the Diplomatic Service.

No such suggestion has ever been made by any American official.

I propose the adoption of the presentation already made at the Geneva Conference for the abolition of all tanks, all chemical warfare, and all large mobile guns.
