Mr. Chairman, I do appreciate the fine arguments of my friends from across the aisle, and with great due respect to the chairman of the Committee on Appropriations, I do have to say that the bottom line I think of this legislation is fairness, and I really believe that it is unfair for a country like Azerbaijan to block the foreign aid of another country, Armenia, when they are receiving foreign aid themselves. This is an issue of an equal playing field in that region of the world. Section 907 protects an equal playing field. In closing I just want to say it protects a level playing field, and with all due respect, we should not be blocking the foreign aid of one country to another. This preserves that level playing field in that region of the world, and I urge my colleagues to vote for this amendment.
