Well, there is a good side, if we want to call it that, to price increases in that it does cause us to conserve energy. Price increases, unfortunately, are the best conservation method there is out there. But, there is a big difference between 20 and 25 percent and a 48 percent increase. It really was not necessary to raise rates that high had he acted earlier in order to affect the kind of savings that we actually could get in California.
