I rise in support of H.R. 4924, the Truth in Regulating Act of 2000. I would like to thank the gentleman from Indiana (Mr. Burton); the ranking member, the gentleman from California (Mr. Waxman); the gentlewoman from New York (Mrs. Kelly); and the gentleman from Indiana (Mr. McIntosh) for forging this compromise and all their hard work on this issue. I am confident that this proposal is similar enough to S. 1198, the Truth in Regulating Act, which recently passed the Senate by unanimous consent to ensure a quick conference. This is a straightforward proposal to provide Members of Congress with an analytical, independent evaluation of the cost proposal of major rules. I urge all of my colleagues to support this bipartisan piece of legislation.
