Mr. Chairman, we do not change the law for last year at all. It stays the same. The year 2004 in entitlement would kick in automatically for full reimbursement. I would expect that having done what we are doing out here today and tomorrow, we will not have need for that, but nonetheless, we do not change that provision. There is, however, a huge gap in the amount of money that would be available between now and then that is being made up by this bill, in large measure, because only $330 million a year is authorized for the next 5 years under that law, and there is an additional roughly $320 million a year that will be available with this bill, if it passes.
