I want to make is that House Republicans and Senate Republicans have acted responsibly in this session of Congress. We sent the President a viable piece of legislation known as the Medicare Preservation Act and he vetoed that legislation. What is coming to the House floor, I believe the gentleman said Wednesday or Thursday, later this week, is a budget resolution for the Federal fiscal year 1997. It assumes a certain amount of savings in the Medicare Program, but it is not a comprehensive plan to preserve and protect Medicare from bankruptcy, such as the legislation the President vetoed. I also want to make a point, and that is the gentleman repeatedly refers to HMO's. But I am perplexed, because there are literally thousands of older Americans today who are already in Medicare health maintenance organizations. I hear from many of them, I am sure the gentleman must have heard from some of them, that there is a high level of satisfaction for the most part with the services that they are receiving through those HMO's.
