the idea again here is by creating block grants for local law enforcement, and I do not know how many times we can say it on this side of the aisle, to maximize discretion and decision-making on the part of local elected officials. Really, they are the ones who ultimately have to be responsible to local citizenry. Those local elected officials in almost every community across the country, with the exception of elected chairs, appoint the chief law enforcement officer of the community. It is our desire, again, Mr. Chairman, to empower local governments and their individual communities and to return decisionmaking to the most effective, that is, the local citizenry, and to return that decisionmaking back to the people who most directly represent local citizens. That is local elected officials. That is exactly what our legislation will do.
