The reason this was taken out is the President of the United States, our President, said he would veto any bill that gave the States anything short of an unfunded mandate in perpetuity, guaranteeing a free public education entitlement for anyone, whether they are here today or in the future. We did not want to see a very important immigration bill threatened. The President said we only had that in there so he would veto it.
