That is correct. The rule of construction under section 9 of the Global Food Security Act--which was carefully negotiated with the chairman of the House and Senate Committees on Agriculture, the House Committee on Foreign Affairs, and the Senate Committee on Foreign Relations--applies equally to all parts of the bill. This includes section 7, which authorizes the existing International Disaster Assistance-funded Emergency Food Security Program.
