The Countering America's Adversaries Through Sanctions Act, which was authored by myself and Mr. Eliot Engel, empowered the administration with some of the most potent weapons yet.

This bill is an excellent next step in countering this vile trade and will bring us one step closer to ensure that life and human dignity are respected.

Clearly there is strong bipartisan support for well-resourced, broad engagement in Africa.

I urge we use this responsibility and adopt this resolution.
