My personal favorite: ``New Dust Bowl, created by Congress.'' Well, this legislation would bring some sanity back to this process. By restoring water deliveries to the levels agreed upon in the 1994 Bay-Delta Accord between California and the Federal Government, this bill could bring back 30,000 jobs, and it would save millions of acre- feet of water which has been sent to the ocean. My friends, this is a man-made problem. It's going to take legislation to fix. This bill will fix it.
