the gentleman is saying in those economies overseas where the government actually focused on expanding the private sector, rather than expanding government, the public sector, that in those economies, unlike France where socialism was tried as a way to get out of the economic problems, and the unemployment went up, up, up, that where the focus is on incentives to encourage investment in the private sector, and the creation of new businesses there, that those economies recovered most rapidly when they were in economic downturn?
