Mr. Aliberti supports, and the United Nations Security Council resolution supports actions by member States in response to North Korea pulling out of the nonproliferation agreement, to go forward and put these types of prohibitions on the transfer of technologies to North Korea that would allow it to develop these types of weapon systems. North Korea is a proliferator, India is not.
