Without the Jones Act, without the Maritime Security Program, without cargo preference, our ability to project the force...
We want to get it done quickly. We want to get it done by this deadline. But we also want to get it done right.
Hopefully it will be 2018 and not 2016 or 2017.
We want to be in the lead, and we want to maintain that as long as we can.
