And to have a situation caused, at least in part, because of what American citizens are putting up their noses, to create that type of a national security situation in one of our closest neighbors should be a concern to every American beyond the public health problems that it creates in this country.

But the catch-22 is that if the Coast Guard did some of these things, they would have more people to do other things.
