Reclaiming my time, this is an interagency fund, DOD, State Department, USAID, different American agencies. They are going to be the ones distributing this money. I doubt Karzai ever sees this money, as it would go straight to contractors, either Afghan or from here, from the U.S., or other countries. I yield to the gentleman.
