I don't understand. Why is it $2 billion short every year when we give you the $2 billion that you need?

Is that because it is the most expensive drug out there or most prevalent on the high seas or what?

I was hoping the DoD would provide insight as to whether the servicemembers may not understand the TSGLI requirements.
