What I am kind of seeing here, and this is just me being a conspiracy theorist, but after watching the Coast Guard for a couple of years, if you do a block buy or a multiyear contract, basically you are--and it is approved, the Coast Guard is getting a long-term commitment by the Government, by OMB, by the Department of Homeland Security and by the appropriators, by this Congress.
Hunter suggests block buy contracts ensure long-term government commitment to the Coast Guard.
