Nothing has happened, technologically in 5 or 6 years, so that is understandable.
Take the $18 billion, spend some portion of it to rebuild the fences that we presently have.
For me, the Jones Act, from a warfighting perspective, is all about the mariners and the ability to keep mariners traine...
But the catch-22 is that if the Coast Guard did some of these things, they would have more people to do other things.
