So, what we are wondering is that why is it that, at this point--the Forest Service, again, has been fighting fires since 1905 and using aircraft for suppression since sometime in the 1950s--why do we need, all of a sudden, a permit to use this well-known material?

Last year, we were able to fill San Luis Reservoir 100 percent. This year, there was a vast amount, like 95 percent, of cut-down in running the pumps.

But that costs a lot of money to the taxpayers. We always say Government needs to do something. It is the taxpayers that pays for all of this.
