it is ironic that we find ourselves here talking about rocket scientists, because under no circumstances do I pretend to be a rocket scientist. However I think, like so many things we are involved in, whether it be running our families with our spouses or raising our children or running our businesses, the devil of doing anything is in the details that are involved. And I want to run through a few things that are in the Cox report in particular related to what used to be the United States' quantitative and qualitative edge in technology and what damage has occurred as a result of the loss of these secrets. As many people know, the United States has continually improved its ability to deliver intercontinental ballistic missiles, whether it be telemetry or design or payloads or what have you; year after year after year, compared to the situations in other countries where the technology available, for instance to the People's Republic of China or others, was either based on 1950s design or was wholly unavailable, period.
