Any reorganization of government has to be about how do we find accountability of those who actually do and oversee.

I don't want to dramatically change civil service and the level of unionization of the Federal workforce.

It is outrageous that taxpayers are paying these salaries for the executives of contractors while Federal employees are being furloughed.
