I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 16, after line 9, insert the following: (d) Limitation to New Filers.--The exemptions set forth in subsections (a) and (b) shall apply only with respect to issuers that are first required to file financial statements and other periodic reporting with the Commission under the securities laws after the date of the enactment of this Act. The Acting CHAIR. Pursuant to House Resolution 595, the gentleman from California (Mr. Issa) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from California.
