I certainly think when the Mayor of the city sent to Mr. Jarvis a letter at the end simply saying 'At a minimum, the Occupy D.C. sites at McPherson Square and at Freedom Plaza must be consolidated at Freedom Plaza to allow for elimination of a rat infestation, clean up and restoration of McPherson Square.'
