The .4 percent is less than a quarter of the exit rate in the Federal workforce of the private sector, one of the reasons people in the private sector are fighting to figure out how to get a job that pays better. This is our exit in the public sector. They're not leaving because they weren't paid enough. There's no draconian cuts.
