As I introduced my good friend and leader on this issue, Mr. Chaffetz, I might note that when the word ``Democrat'' and ``Republican'' are used in this Hall, hopefully when there are 45 Democratic Members on this bill as cosponsors, we would recognize this is a bipartisan bill.
