It is beyond my possible understanding how in America, even the isolated incidents that have happened, could happen if we really view what those same people would like to have us do. We do not know who perpetrated this crime for sure. We think it may be Osama bin Laden or his allies. We do not know if Osama bin Laden is backed completely by Iraq or by other groups. We are not sure where the money comes from. It is my personal wish, and I believe this body's wish, to find out; and once we find out, we eradicate the capability of those people who struck us so viciously once and for all. That is a reasonable response, and I believe America wants to make that response. But we cannot make that response with clean hands if in fact we use the opportunity of this disaster to seek revenge against others in our society. Mr. Speaker, I cannot explain hate, and I would not try.
