The material previously referred to by Mr. Issa is as follows: At the end of the bill, add the following: (d) Construction.--No counsel accessed, consulted, or otherwise providing assistance pursuant to this Act, or the amendment made by this Act, shall be compensated at the expense of the United States Government for any such service or activity.
