Let me say that I want to commend the gentleman from Wisconsin [Mr. Obey] and the gentleman from Florida [Mr. Foley] for the great leadership they have taken on this issue. They call this program the light water reactor, but it is mighty heavy on the taxpayers, basically to the tune so far of $200 million; $50 million of that went down the drain this year when General Electric decided to pull out of the program. Although this company makes $4 billion a year in after-tax profits, the Department of Energy could not tell us at our authorization hearing of how they expect to get back that $50 million that we gave to this giant company already. Now Westinghouse, which makes $1 billion a year in after-tax profits, says this program will just disappear unless they get another $40 million. If Government subsidies serve any purpose, it should be to help small companies develop technology.
